This is a clamp to secure US standard irrigation pipe (0.7"OD PE) to fences, rails, or deck. It is sized to take a standard #9 deck screw. Shown here with a 1-5/8" long screw, a 2" screw is probably ideal for long term, durable securement. Pipe can clip in, even when the clamp is secured against a solid face.
