In the article at https://blog.adafruit.com/2017/10/12/turn-your-20s-into-tubmans-with-this-diy-3-d-printed-stamp-wired-adafruit-ustreasury-stevenmnuchin1/, we see in this picture a design for the stamp that has Andrew Jackson's silhouette and a larger, sized-to-fit head-and-shoulders portrait of Tubman with a spot that overstamps the "JACKSON" banner.

Where are the design files for this depicted version? The ones uploaded here are for a small, rectangular stamp.
