There are a few zip tie holders here but none I was totally happy with - I like the ones at the stores that allow a screw in the center to hold them down. This one is parametric and I made a normal sized version which is suitable for use with double-sided tape, and a small one just big enough for a single screw and the hold down.

Print, attach, use. Play with the SCAD if you need one that works with different sized screws, zip ties, or whatever.
